Sam Whittle brings more than 20 years of experience in track engineering, rail systems integration, asset reliability, maintenance strategy, testing and commissioning, and State of Good Repair programs for major rail and transit agencies in the US and UK. His career combines hands-on track engineering and maintenance experience with executive-level technical leadership on complex heavy rail, commuter rail, light rail, and high-speed rail programs. Sam has supported major transportation organizations including Sound Transit, WMATA, PATH, California High-Speed Rail, and Network Rail. His recent experience includes serving as a Track Subject Matter Expert for Sound Transit’s East Link activation, leading technical aspects of WMATA’s Automatic Track Inspection program, supporting reliability-centered maintenance and capital renewal strategies for PATH, and providing rail systems engineering support for California High-Speed Rail.

Previously, Sam served as Network Rail’s Head of Maintenance Reliability, where he led national initiatives in Reliability-Centered Maintenance, Risk-Based Maintenance, digital asset monitoring, and predictive maintenance. Throughout his career, he has led multidisciplinary teams and worked across engineering, operations, maintenance, and capital delivery to improve asset reliability, operational readiness, safety, and long-term infrastructure performance.
